TLDR the water level of the lake is lower than my dam, but the water level behind the dam has risen higher than the dam and is flooding the river basin/over the dam back into the lake. I'm just confused af and don't know what to do.

I feel like I'm watching physics break and don't want to flood my city so I took a screenshot linked above and saved my game to come ask for help before ♥♥♥♥ hit the fan. So I tore down the old dam and built a lower one, but now my riverbanks are flooding, and somehow had enough water to start flowing backwards over the dam, and still generating enough water to borderline flood the river where it's supposed to be going. It basically dried up the my river and wasn't producing power, so I looked it up and the problems seemed to be that it was too high and the recommendation was to lower it. So I'm new to the game but I got the chance to build a dam and I thought it'd be cool so I did it.
